Hello - anyone know where I'd be able to part-exchange my 3GS for a 4S in Brussels, or if this is even possible?

you can do this in Mobistar. pass by one of their offices with your old iPhone and they'll give an estimation depending on the model. For iPhone 3G it was about 100eur.
