ING Debit in North America

As a general rule now, you cannot use your ING debit card outside of the EU anymore (though I believe non-EU countries like Turkey and Russia are exempted).  I believe you must ask or tell your bank to grant you limited access whilst you are traveling if you wish to use your ING debit card outside of the EU.  However unlike ING, CitiBank and Deutsche Bank have no such restrictions on debit card use outside of the EU.
