Help - I've stupidly bought a new PC with Dutch Windows

Not sure if this will work as I have only used it once and that was a long time ago but here goes:
go into the control panel
Select regional and language options
Then click on the second tab and select the language you want from the drop down list under language used in menus and dialogs.
