getting a PIN code-how to deal with a bank

Question

It’s over three months that I am trying to get my lost PIN code for my credit card at ING bank. Every time I go to pick up a new PIN code there, an employee finds out that the code has been sent somewhere else, blocks it, orders it again, does the paperwork and tells to come in a week. In a week the story repeats. I feel helpless, because I cannot change the bank, until I have a permanent address. Am I entitled to any reimbursement, as I am not able to use my card and I spend lots of time at the bank? How could I complain and finally get the code? I am also quite embarrassed that most of the letters do not even reach my home country, even if the bank says they have been sent there.

The bank should issue you one on the spot together with its PIN. Then you go immediately to the machine and change your PIN. I believe you can use that card permanently and don't need to order one with your name on it. Tell them you want to keep the card they give you. Fortis does this, so perhaps ING does too.
