Question

Researching a rental property for a friend, I'm seeing many properties where this is the case. Not just the wooden shack in the woods, but what appear to be normal houses. Anybody have any idea why this might be?

These are places which have been built as weekend/holiday cottages even though they are substantial, solidly built properties and sometimes in quite large estates. Many of them have gradually become occupied full-time and communes are trying to clamp down on this.

I was aware of this in relation to the many shacks to be found in the woods in Belgium, some less of a shack and more of a house. There is a quite a large estate of them in Nethen out toward Leuven. They are slowly getting pulled down as people leave, or die.
The ones I have seen recently though are obviously proper houses that have been standing for a very long time. I would be amazed that they were illegal properties, yet that would certainly explain why you can't register as living there. Guess the only way to be sure is ask the owners. There does seem to be a lot of them though!

There has been a lot of illegal building over the years especially in more rural areas where permits are hard to obtain. I heard from a friend for example a guy gave his two children a plot one got permission and built a house the other said oh my sister has permission and built a house then later tired to sell it on and then of course it's the new owners problem not theirs.
