Garbage fine

Question

We moved from Zaventem to Brussels last year. 3 weeks after we moved to Brussels we received a fine for putting paper and milk cartons in the general garbage bag. This was just a case of innocent confusion after moving to a commune with different rules from Zaventem. They found us by letters in the garbage bag. The fine was 75 euros which which we thought pretty harsh for a first offence, but paid it promptly anyway.
Fast forward 6 months, we now have another registered letter relating to the same garbage bag. This time it says we will receive an additional bill for the administration which will be between 65 euro and 625 euro. It's getting ridiculous - is there any point in appealing ?

You paid your fine so too late to appeal against it. But as for the rest, maybe it's worth following up, it could be just an administrative error surely? Someone failing to update the record of money having been received?
