Fire safety, building regulations?

Question

I am curious as to what Belgian building regulations stipulate when it comes to fire safety. For example, I live on the 18th floor of a building block with fire doors to the lift shafts, but they are more than 25 years old and do not seal properly. What's more, they are consistently propped wide open. Any fire on floors below would very quickly consume the entire building in smoke. Similarly, I have several friends who live in apartments converted from old houses where they still need a key to open the front door from the inside. Are these kind of practices legal in Belgium?

Is your building block managed by a professional Syndic, IPI certified?

If yes, he must provide to you, the attest proving that this buiding block is compliant with "reglement des pompiers".
