Fight back for money

Hi Friends,

I bought a property some time back. The previous owner is supposed to pay me some money say 200 euros from the rent he received on my part from the renter of the appartment. But this owner has completly ignored it and doesnt want to give this money. My notary is also tired of sending him couple of reminders.

Is there any place I can go and make him pay the money without incurring anymore costs.
