Emission Sticker for Germany

Does anyone know where an emission sticker for driving in restricted zones in German cities can be purchased locally? The car is a diesel. I have seen an online link for purchasing such a sticker but it apparently takes eight days before they get around to sending the sticker by mail. Does Touring Secours or a similar organization sell stickers? Does any part of France require such a sticker?

In France it's called critt'air.

See this question from a few days a go for German sticker info:

The green "4" UWZ stickers are valid throughout Germany, they are not city specific. If you look, you will see them on the windscreens of German registered cars.

Passive energy

Automobile clubs such as Touring might be another possibility.

Or right after the border in Debyestr. at Aachen-Brand at the ATU car shop.
