Droit passerelle COVID

As I had to partly suspend work (and income dropped severely) I applied for "droit passerelle" for the COVID conditions.

I received an response saying they will wait until 2022, when they receive information about my income in 2020 from the tax authority, and if it is below 6.996,89 euros, they will assess my entitlement.

Can someone explain this to me? My situation, if relevant, is that I'm receiving a (small) pension and working as an independent.
