Question

Hello, I gave my Ukranian driving licence to be changed to Belgian one, now due to the lockdown it may take a while. In the Ixelles commune by phone I have been told I can drive my car with the paper which shows that I apply for licence exchange ... in case police stops me they suggest to explain that the commune is closed and to show that paper...
Please suggest it is ok to do so...

If your commune tells you that it is OK, it is OK. However, you can only drive your car for essential purposes (and that would be the case even if you were a Belgian citizen) - if you drive for any other reason and get stopped by one of the many police controls you will be fined.
