Being in Schaerbeek and therefore in Brussels the staff will be able to speak French and Dutch, some MAY have some English. The procedure isn't difficult anyway.

Speaking in English combined with gestures and nods is sufficient anyway, and there will always a worker or visitor who knows some English. If they explain to you about something that needs fixing and you don't understand, they will write in the report anyway.
