Creation of personalised photographs

Hello. In the past, I've received 'personalised' photographs from Belgian friends at Christmas - for example - a shot of the entire family where the background colour has been altered and they have included written text on it (looks like hand-writing not printed text). Or the photograph is in black and white with just certain small details highlighted in a different colour.

Where do you go to get these sort of photographs made up please? Is it an-online service or do you have to go to an actual shop?
