cost of speeding - car owner want to hold back money

Question

A client want to hold back some money because of possible speeding fines (One known issue, perhaps others).

What exactly is he liable for if I don't pay?(If I were actually driving and admit to it in writing).

Is there some way I can track down any issues and prove everything is OK?

What would be a reasonable amount to hold back, and time to hold it?

Would he be liable for fines from abroad (Which can take a long time before they show up)?

Do I have some leverage towards him by threatening not to pay?

Tell him to eff off. I've never heard of a contract that specifies a retainer for potential fines.
