Hello,
Does anyone know if there are any cinema options for watching local films (OV is in French or Dutch) with English subtitles? Brussels preferred but any nearby public transport-accessible city would do.

Nope, doesn't exist. You either need to wait for the DVD release (and if it's a Belgian DVD release it's not sure that it would have EN subtitles, although many do) or catch the movie in an English-speaking country.
