IT depends on whether the children and parents are locals, as food at birthday parties tends to be just cake and at the most a few nibbles, whereas if it is a group of Americans, it would be far more food. If you are staying inside, I'd only have a few party games like pass the parcel, tale on donkey, chain reaction. You could just do informal things like dressing up and dancing, whilst the parents then relax and drink and chat, followed finally by cake / full tea. An alternative to party games would be to set up a simple craft so the children could make a present for their parents / themselves to take home. I personally would never pay for an entertainer at that age, the children will be happy enough to be near their parents and far enough away to be a little independent at the same time.
