Changing a light fitting to UK

Can anyone tell me if this is easy to do? Would a Belgian electrician/handy person be able to swap (without hassle!) a Belgian light fitting for a UK one? I ask as the majority of our light fittings are already UK ones but of the two Belgian ones, one has bare wires on the ceiling and finding light shades that fit have been a challenge. This could be why the neighbour downstairs has a bare bulb. If it's easy to change it, I can get one form the UK, and a decent shade at the same time, and find someone to sort it. It's a rented apartment and the fittings were like this when we moved in (English landlord).
