Changing address after 8 days

Question

I'm a student studying in brussels, I'm a non-EEA and moved from Leuven. I was told I have to register at my new commune in brussels within 8 days however I was also told to extend my residence card in leuven first since extending and changing address are two different procedures. I was wondering if something happens if I don't change my address for a long time?

It's not clear who told you those things - university, old commune or new commune?

The first part about changing your address within 8 working days is correct - but this means presenting yourself to the Foreigners Office of your new commune and starting the paperwork. A police check will be arranged and that could take a few weeks, depending your commune.
As a non-EEA resident myself, I have also changed communes but was never requested to do any other administration work at my old commune once I had started the procedure at my new commune.

I am not sure why you would need to extend your residence card in Leuven first, though, unless it is due to expire very soon?

My residence card is expiring on 31st OCT and I went to the commune they said they've initiated the procedure to change my address to brussels, so then I can come back with the all the documents for extension. However I'm sceptical since the address change process takes more than a few weeks in Brussels 1000, so now my question is will they extend it after the expiry date? Even though they said yes, I'm just scared another person at the commune might say a different thing
