Brussels doubles fines for fly-tipping

The City of Brussels is stepping up the fight against fly-tipping by doubling various fines for nuisance offences from 1 August. 

Authorities will also expand the options for free bulky waste collection from this autumn. 

Residents will be entitled to two door-to-door collections per year, instead of the current one, and they will be allowed to dispose of up to 3m³ of bulky waste per collection, instead of 2m³. The same capacity will apply to the mobile recycling centres.

Combined with the annual free service provided by Bruxelles-Propreté, this enables every resident to have up to 15m³ of bulky waste collected free of charge each yearn instead of 9m³.

The new regulations stipulate, among other things, that most cases of fly-tipping will be fined at a rate of €1,000 per cubic metre, compared with €500 at present. For hazardous waste and construction waste, the rate per cubic metre will rise from €1,000 to €2,000.

Unauthorised bin bags left on public roads will be subject to a fine of €400 per bag, compared to €150 at present.

Regulation-compliant binbags or cardboard placed out outside the permitted hours will incur a charge of €200 per bag or per cubic metre. 

Illegal graffiti will be subject to a charge of €1,000 per square metre, compared with the current €500.

Anas Ben Abdelmoumen (PS), the Brussels alderman for cleanliness, said that the changes took into account the rising costs of waste processing. In 2025, this processing cost the city €2 million.
