Bonus for an electric bicycle in Brussels Region

I read about a bonus from The city of Brussels, up to 25% percent on buying an electric bicycle.

Is this only applicable to Brussels commune or any of the 19 communes in Brussels capital?

Anybody knows the procedures to avail this bonus?
(Which forms and where to apply, conditions etc?)
