Presumably by "tax return", you mean the document by which the fisc advise you of the amount by which you underpaid or overpaid tax in 2018. If that is the case, I can tell you that mine arrived on Monday this week, and the fisc still has a couple of months left to send them out.
The authorities have ONE year after closing the tax declaration submissions deadline to provide their answer and send you money. So theoretically, they still have time till 15 July to send you the money. Just be patient.

Did someone obtained recently D or B residence permit while he is under special tax regime for expat (RSI)?
Is it true that the the time spent under RSI will not be taken into account for the 5 years residence calculation ?
