Belgian Nationality Question

Hi, I am an EU state national, and an interested in moving to Belgium and eventually applying for Belgian Nationality. I was told by a lawyer that in addition to the minimum of five years of residency you need, it takes a couple years to acquire the permanent residency you need. Through research I’ve done on the internet, I have never seen or heard that before. If you’re an EU citizen, doesn’t the five year period start as soon as you have a valid permit or even a temporary residence card?

I did it 2 months ago and it took 5 months. You have to work and pay social security for 5 years. I had a 2 week break between jobs when I didn’t pay social so I had to go for the other option which was 10 years residency.
