Baby born in India

Hi,
Our baby is born in India, I am Belgiun citizen and my wife is Indian citizen. We are applying for Indian passport and then Belgium visa. Do I need to inform my commune upfront about babys birth ?.
I will need composition de menage for Babys visa ?.
Do I need to inform mutual or will have to wait till baby arrived in Belgium ?.
I already Informed my company.

Why not apply for Belgian documents from the Belgian consulate / embassy in India?
