Applying to card D permanent residency

Hello! I have questions for card D requirements. It says we cannot be absent more than 10 months in total during 5 years. Does it mean only travel outside EU or they're counting travel inside EU as well? Are they checking this based on our travel record in the passport or immigration?

For criminal record, should I get the letter close to the date of applying the card?
