Accountant for tax declaration

I am looking for an account who knows how to fill in the tax declaration for employees of organisations that are exempt from Belgian income tax e.g. EU civil servants. I believe such employees are entitled to recover the "précompte mobilier" on their financial investments or on donations to charities, and I would like to know how to fill in the tax declaration in order to recover that tax.
